You will almost certainly never eliminate them, a small spike present even on stock vnt controlled cars - funnily enough I've looked at employing a boost brake in some of my controller designs, basically a 'lonesome' Derivative term operating solely on it's own on top of an open and closed loop hybrid control algorithm and it's intention is to start allowing exhaust gas to escape through the turbo more easily in response to a positive rate of boost change.(ONLY ON APPOINTMENT) Monday till Friday: On a sidenote, spiking is actually one of the more unpleasant nature's of vnt turbos. I'm not sure if it'd help your spiking, whilst these are designed for more precise control of boost (and better spool characteristics, which I don't think are particularly noticable from back when i had a stage 1 hybrid and GBE-EVOD), really to reduce spikes you need to perhaps bleed a bit before you hit desired boost to help slow things down a bit. A boost controller is designed to stop this by only allowing pressure through to the wastegate once boost >= setpoint, or the chosen level of boost. The wastegate does actually start to open before the set level of boost, which means (theoretically) your boost rise starts to slow down as you get near the set level of boost.
